If you're following the main story with the research menu locked, then you can get the Blood Purifier in Dune Awakening during the 'Water From Blood' quest. This takes place after you complete the short base building tutorial as part of the 'Shelter and Shields' quest.
Go to your research menu when prompted to research its schematic, then select the Blood Purifier from the 'Refineries' tab in the 'Placeable' section in build mode to place it in your base. If your base has enough power, you can place multiple Blood Purifiers and deposit blood into each one to speed up the water-making process. But , if your base has no power, your Blood Purifiers won't work.
Drinking water straight from the purifier will immediately fill some of your hydration bar, but unless you're desperate, it's generally a good idea to use some sort of container, like a literjon, to store your water for later. The last thing you want to do is get caught in the sun without a source of water!
